this was a month ago and he is still here. can the owner do anything to make him leave soon? (the renter is VERY messy and inconsiderate of the other renters so the sooner the better). no lease agreement was made

Not enough facts to answer your question, however if you are a month to month basis, he needs only to give you 1 day notice. It is highly unlikely you can successfully sue your apartment complex for the theft of your car absent very unusual facts and circumstances. But it does depend on the facts and circumstances.

Your feelings are not part of the Lease. I am not dismissing your feelings at all - I don't blame you for leaving. But feeling unsafe is not a reason to leave under your lease or the law. Pay the termination fee and be done with it. I know you don't want to pay it. Pay it anyway.

If he does, hire an attorney right away and sue the dickens out of him. Cutting off your electricity is specifically prohibited by statute and judges become very unhappy with landlords who pull this stuff. Also, pay your rent or leave.

Q: My landlord filed an eviction without delivery of a notice

My landlord filed an eviction without an eviction of a notice delivered to me. I confirmed this via the post office that it was not delivered, as there were two unsuccessful attempts made as I was not home to receive this. Doesn't this violate my tenant rights? Do I have a case with this proof?

No. Your landlord is required to send you the notice. If you refuse delivery, that’s on you.
