Q: I had a car accident because the road is poorly designed. It happened in Kansas city, MO. can I sue city?

within how many days should I file a claim against city or whatever agent designed or built the road?

Q: 2 lights at intersection, looked at wrong one, ran red light causing crash no fatalities court date, should i get lawyer

I got citation with mandatory court appearance. The lights were close to each other, so I looked at the one for across traffic, I crashed into another car, minor damage. I was not speeding, it was my first time driving in that area so I got really confused at the intersection. should I get a lawyer?

You may be limited in claiming pain and suffering damages if you were uninsured, but there are a number of exceptions. Even in a worse case scenario, you can still claim medical expenses (past and future) as well as lost wages (past and future).

Is it a warrant or a summons? If it's a warrant for failure to appear were you notified? I suggest you talk to an attorney in that county who handles misdemeanor criminal cases. Did you tell the police your car had been stolen?

Bigger problem is if it was close enough that you might hit it you have an obligation to avoid hitting if you could have. For instance if you have a van with a high roof, you would want to get out, check it out, and if close just don't go there.
