You need to contact the court and ask how they want you to address this warrant. Many district courts have walk-in times when you can appear in court on your own. This should be a simple enough issue to fix with possible fines / costs.

Q: Is it legal for a traffic ticket fine to also have a payment fee attached to it. All payment options charge the fee.

It seems unjust to me that there are no payment options that avoid the extra fee. Seems like they are just adding a cost to the fine itself. Is that legal?

Q: Can an officer lie about the reason he pulled you over and then ticket you for a crime?

I was pulled over by a state trooper who said my daytime running light was out on my car....I was ticketed for DWLS but when I got home my lights were not out? Do I have any options??

Police cannot lie about the reason for pulling you over; but they can be mistaken. In other words, even if you were somehow able to prove that you had appropriate and operational safety lights, the officer is allowed to have thought that they were out.

If you simply did nothing, did not appear in court, or submit your ticket with an explanation or payment, then the Court likely entered a default judgment against you and assessed fines. No. Violation is a violation whether state or city law. The law under which the ticket is issued determines what governmental entity receives the share of the fine and costs. The 2 minutes makes no difference whatsoever.

You may appeal from a decision made by a magistrate. The appeal would go before the District Court judge. There are rules governing an appeal of this nature and how much of a bond you must put up.

No. Makes sense for them to stay but only person that has to be there is the driver.

They got a judgment for the 5k so the time to argue it's not merited by the damage etc is over.(make sure it was a judgment).

Baisically, you have to work out a payment. A really good step would be to invest a small amount into getting legal advice from an attorney who handles license suspensions.

Interesting case. I think that the mistake by the police officer could be corrected by simply re-issuing the ticket if your father were to answer to the ticket.
