Q: Why is this law not applied exactly as its written?

15-5-30 is wrongly applied by LEO pretty regularly and even by overzealous ADOC guards. Why is this law not applied directly as it is written? If I am arrested for failure to ID do I have a deprivation of rights under color of law case if I committed no crime and the officer has no RAS or PC?

The best way is just not show up for court and the DA will have to dismiss the case for lack of prosecution
