Q: is it legal for a tour company to not allow someone's task trained service animal to accompany them on the tour?

I'm traveling to a different country amd require my animal to monitor my heart rate among other specific tasks, and was told I would not be allowed to bring her.

Not knowing about dog licensing is not a defense to violating the law. If the dog wasn't yours, that might be a defense. Give her the dog back. She was having a medical emergency, not abandoning a dog. If the dog was abandoned, you should have surrendered it to Animal Control, then adopted it through appropriate legal channels. What you are attempting to do sounds like theft.

Q: Can a landlord tell me that if my dog doesn't stop barking I have to rehome him

You need to file a notice of abandoned property. Contact your local police department to do this, you should give notice to the former owner of the dog. You should contact a local Landlord/Tenant attorney to discuss your situation.

Q: Animal control made me surrender two of my dogs by threatening to seize all four of my dogs and taking me to jail.
