Look at the rest of the lease. Usually says any one of you is responsible. So usually that would mean the 3 of you though you three can ask her for her share and can take her to small claims (but you also have to look for a replacement).

Depends what it's based on. Consult Legal Aid. If you're over income, ask them what attorneys have left their "housing unit" for private practice and what their contact information is and ask that attorney.
