Your parents are the legal guardians of you so technically they have control over decisions with you including whether or not you have pets.
The children have been in our care for 5 months.

My sister is 10 and I'm 20. She lives in Mexico with my mom, but is a US born citizen. I would like to bring her to live with me( El Paso Tx) and go to school. What do I need to show I'll be her temporary guardian? Either for school, medical or just any other reason..

You will need certain paperwork giving you authority to enroll her in school and giving you authority for medical treatment. You should speak with a family law attorney in your area for more detailed information.
