Q: Can you get a ticket for illegal parking in a handicap spot without a handicap permit while you are sitting in your car?

As soon as I parked there a motorcycle traffic coo pulled up in 5 seconds and gave me a ticket. I said I'm not using the spot just calming my kid as he was throwing a fit.

The short answer to your question is yes. Parking violations included parking, standing, or stopping a vehicle as defined in the Texas Transportation Code.

Q: Can I get a ticket dismissed if the officer knowingly lied about posted speed limit on my ticket?

I was in a 70mph zone, clocked in a 70mph zone and stopped just before the 65mph sign but he wrote me a ticket as if I was in the 65mph zone. He falsified a document.

Signing a citation has no legal effect; the ticket is just a notice of when and where to appear for court. Paying the fine, however, finalizes the case.

Get a certified complete copy of your driving record. You can get it online. Let an attorney review it and they can tell you what you need to do. You will need to resolve each case where there are FTA's or outstanding fines and costs.

Once the admission of possession of an illegal substance was made, the officer had a legal right to search your car. Whether the officer was going to "bust up" your car or impound your vehicle to perform an inventory search is speculation. Call your lawyer. Good luck.

Prima Facia? You mean that the prosecution/state did not meet is BOP or burden of proof? In order to prevail, the prosecution must prove each and every element of its case beyond a reasonable doubt. Should it fail to do so, it has not met its BOP and the defendant wins.
