You need to contact a law enforcement officer, or maybe even your state AG's Office to register a complaint. The squeaky wheel gets the attention, so if you are serious about it - then complain in writing (with documented evidence) to every agency you can (DA, AG, local law enforcement, etc.).

If he doesn't know how to plead, he should probably plead not guilty. It is generally not wise to plead guilty at the arraignment. If he is not happy with his public defender, he should seek private counsel.

It is up to the prosecutor which charges to file. A prosecutor will look at the facts, the elements of a particular offense, and determine whether he has enough evidence to prove the defendant guilty beyond a reasonable doubt. If not, then he will not file charges.

Yes, that can happen. If it does, the child will become just another missing child and the parents will worry incessantly. In addition, the 18 year old can probably be charged with some very serious crimes, the least of which would probably be contributing.

All website list the legal age of consent for sex at 16 and 17 years of age. The Wyoming sexual abuse laws concur with this. However WY Stat § 6-4-303 seems to infer that it is actually 18 in (b) (ii)???

With an active warrant for your arrest, you can be arrested at any time, and in any place. That is what you should expect. What you need to do now is hire an attorney in Iowa to address that active warrant. Without doing that, you will be constantly looking over your shoulder.
