Maybe. Check the Illinois Personnel Records Statute. I would first send a letter asking for them to supplement and see how they respond.
I was at a stop sign when the officer drove past he turned around and pulled in front of me. Is this grounds for speeding? He also pulled me over 20 minutes later and gave me a ticket for having the wrong address on my license but not in the system.

I would fight the ticket, especially since you have a CDL. There are plenty of good traffic attorneys in Illinois, including myself.

No, they should still have to prove fault if you injured someone or their car was damaged. However, most states require auto liability insurance and you may be charged for a case in court on that basis. Consult an attorney where the accident happened ASAP.
