I am sorry this happened. But I don't see where the bank is to blame. If I understand you correctly, you expected to benefit from these transactions, making you a willing, (although a duped) participant in a possible fraud scheme. I think the bank is not to blame.

Q: Debt collector called my spouse regarding my debt that is past statute of limitation in CA

My spouse answered the call and might have told them that this debt has been already paid off. Last payment was before May 2018 in California. Since my spouse talked to them, does it mean that my debt has restarted again?

In California, a verbal acknowledgment does not revive the old, time-barred debt. Don't be worried.

Call the finance company again and ask them for a new disclosure statement, with the loan recast based on the reduced amount that you have borrowed.

The Statute of limitation in California for the owner of the panels to sue you and get them back is 3 years. It is long past that time. I think you are within your rights to do whatever you want to do with them.

Tires are not covered under the California used car implied warranty law.

However, you might try suing in small claims court for the cost of replacing the tires.

I'm sorry about this person's hardships. The motorhome should qualify as a residence in California and be protected from judgment collection. Thus it won't matter if the judgment is never paid.

Your family member should file for Social Security Disability, SSD. SSD is protected from creditors.

You question is very short on the details. I strongly suspect they have given you a reason, and that you don't agree with their reason. I'm just guessing that they are holding the money pending a refund claim by someone you did business with.
