If you know the person responsible you can file a lawsuit. The police department does not have unlimited resources. Allocation of those resources is necessary.

M client has a few DUI charges in different states and a warrant in a different state. He is trying to get his license in MN and these charges are back 10-15yrs.

Your client should cannot the DMV in each state to determine the status of his license. Your client should contact an attorney in the state where there is a warrant. Your client isn't getting a license here with problems in other states.

There are law firms that market themselves in that sense. I would not recommend them. He will need to contact attorneys until he finds one he is comfortable with and can afford. Some attorneys are affordable and some are not.
