The Notice of Related Cases is for cases that are related. For example: if there is a child support case and a divorce case. Closed traffic cases are not related to a name change.

If your driver's license is suspended in Georgia (I assume OCGA 40-6-189 is a reference to a Georgia statute), you basically aren't allowed to drive in any state.
Searched and I received a ticket for possession of paraphernalia would this be illegal search and seizure since a driver received no tickets for the initial stop because without that stop I would have never been searched

No, it was not an illegal search. The prosecution isn't required to prosecute the speeding violation.

You may be able to work something out with the clerk's office to get a clearance on your license. That may all depend on the number of cases that are pending and the locations of the tickets issued. Or, you may wish to contact a lawyer.
Does anyone know whats considered a secondary traffic offence in FL. I think texting while driving is. Are there any others. I keep finding conflicting information.

I would be surprised if you can't call the Clerk of Court in Georgia and have them send the release; you shouldn't have to physically go there.
My wife a long time ago was living in Miami Florida and she did not know at the time about getting a drivers license there. So she had her German license when she was pulled over. So what is driving without a valid license considered? Is it considered a Misdemeanor?
