Basically they are saying the accident was caused by your not driving in a way to avoid it when you could have. Depending on points you may want to consult an attorney who handles tickets in the county where the ticket will be heard.

Why not take workers comp? Here's the problem--under many state's rules the other person isn't repsonsible for bills that should be covered by your insurance or insurance you can get by application such as workers comp. You need to sit down in person for an explanation.

You can but there often are no documents, and often the "offer" is a vague "we're looking at it as a $3000 max case" which isn't technically an offer but is an invitation for your side to settle in that range, for instance.
Why would the the wrecker tow the vehicle to the man's yard instead of inpounding the vehicle. Why did the police wait 9 hour before notifying my mother in law. And how on earth does a person charged with dui and homicide by vehicle get only a $1500 bond

The owner. The bank doesn't care about who wrecked the car. The owner may want to sue the parents of the child who wrecked it for negligence, but be careful throwing stones in glass houses. The owner, whose child allegedly stole the car, may have some liability as well.
If we do that, we lose our $1,000,000 umbrella coverage. If we then have an at fault accident and someone dies, and they sue us, can they take our house and IRA investments?

Unlikely but that's why you have insurance--to minimize risk. However look first at the policy. Would reducing it make that big a difference? Per month? I ask because the biggest hit is for zero to 25.

Get estimates. Ask the DA's office to make restitution part of any resolution--but dont' expect to see the money soon. If your state has a crime victims compensation act make a claim.
