You have a claim against the fleeing driver. California extends an immunity for high speed chases in most circumstances. A lot more detail would be required to evaluate whether your claim against CHP would be allowed.

You will have to explain this better. It is unclear whether you are a Plaintiff or a Defendant, whether you failed to file a timely answer or the other party did. Call your homeowners insurance and make a claim. Let it worry about collecting from Nexgen. You will have to pay your deductible, but if your insurer recovers from Nexgen (or its insurer), you should get your deductible refunded.

You can sue but it's a giant waste of time. You aren't injured and your insurance company will pay to repair the property damages without the time and money of a lawsuit.

It doesn't matter who is at fault. The other driver is uninsured. If he is at fault, who is going to pay for him? They guy who can't even afford insurance? Make a claim to your own insurance company and it will pay to fix your car and it will try to pursue the allegedly at fault driver.

It is potentially bad faith. Whether you can prevail may depend on whether your insurer is able to resolve the claims against you within your policy limit, or whether it agrees to pay any sums for which you are liable even above the policy limits.

You haven't asked a question. If you think you are going to get sued, notify your insurance carrier. If you want to make a claim against the bicycle rider, you would probably be better offer proceeding against your collision insurer and letting it try to collect against the rider.

Maybe, but it’s unclear why the bed caught on fire. It’s not hard to see the flame, which calls into question why you didn’t see it.

If you were in the course and scope of employment, the employers insurance covers the collision. Your private insurance will exclude coverage for commercial driving.
