The fact that you were cited does not change because you were not convicted. EVERYTHING goes on your driving record, along with the disposition. It cannot be changed, with very rare exceptions like misidentification (i.e. it wasn't you).

Assuming that you agree that you were at fault for the accident, you would be obligated to pay the owner of the car $700 as that is the limit of the expense they incurred.
