Sure, anyone can take legal action against anyone else at any time; but IMO you are wasting your time here because you have no real damages. IMO, your dog probably ran away, looking for you because that is what lonely dogs do.
I was given a dog and now the previous owner wants me to take over payments. I was told nothing about money when I was given the dog.

In general, no: unless you agreed to take over the payments, or unless the previous owner has a lien on the dog (unlikely), you don't have to pay.

Yes, you can sue for replevin (return of personal property). If your ex simply took the dog from her boyfriend's dad, that wouldn't be breaking the law and probably wouldn't be prosecuted criminally, assuming she can prove it belongs to you.
