Q: What does stipulation for protective order re discovery to help rule 16 (e) (4) mean?

Do you really expect an answer to this without providing all of the facts? A stipulation is an agreement between parties in a lawsuit. It appears that the parties have agreed to a protective order, concerning discovery. Look up the rule.

Perhaps. Talk to a local injury lawyer asap. Remember there are strict deadlines for making legal claims, and those deadlines can be much shorter for claims against public entities.

Q: is a employer liable if a employee died while on the clock at his job site

As shown on his death certificate said employee died from natural causes. Family members took care of all funeral, transportation to burial place outside of Hawaii and other related expenses.

Q: why does the attorney keep saying i didn't file appeal reconsideration when i already have an appeal?

I filed appeal four years ago. After each motion denied, defendant attorneys state I didn't file an appeal?

Can you file appeals of other motions in the case, such as stay of eviction, while something is already on appeal?

I did not owe a cent, breach of contract.

For the suit to be effective against you, you must be a party to the mortgage loan agreement in some capacity. Alternatively, the suit may apply to you as the executor of your father's estate, if you hold that position. I would need some more details in order to answer your question better.
