Anyone can follow you in a private vehicle anywhere but they have no jurisdiction once they leave the home state. Only the FBI can go state to state with full jurisdiction.

Until covid-19 is over, you’re stuck bc the courses are closed except for emergencies. The PO cannot prevent you from getting married but she can prevent you from moving until approval from the Court is obtained.
