Yes, they can. I see cases like this very often. One of the most important issues is whether or not probable cause existed for the presumably warrantless search, and for the stop itself.

It’s going to take a pattern of conduct to prove stalking or harassment and it needs to be documented. One or two altercations is not going to cut it.

Q: If someone has an outstanding bench warrant for failure to appear, is paying his electric bill "aiding and abetting?"

Someone I know has an outstanding bench warrant in a criminal case for failure to appear. Is he technically a fugitive? He's requested I help him out with some bills, and I've done so in the past. Am I "aiding and abetting" if I pay his electric bill, or offer him other financial aid?

The individual you want to help just needs to get that bench warrant for failure to appear taken care of as soon as possible. Perhaps lending money to help him or her retain an attorney might be a better allocation of funds.

A condition of my house arrest was to take IOP classes. Now I am getting off house arrest, so I don't have to keep taking classes, correct?

Yes. They can charge you both. Insurance in zkrntucky follows the car, not the person. She can be charged as the actual driver and you can be charged as the actual owner.

Q: Someone hit my dog with their car in a 15mph zone and did not stop or notify me of the incident.

The vet bill is $355 and will be more charges in the coming 8 weeks, a neighbor said he saw who did it and pointed them out to me. It is clear they were definitely speeding well over the limit based on the injuries. What can I do?

Very unlikely. You can go redocket them yourself and hope they don’t arrest you then or before the court date, but that’s an awfully big risk.

He cannot be tried as an adult although charges could be brought in juvenile court. If he has no record, probably a dismissal or diversion is your end result.
