9 years ago you had a felony conviction. In one more year you are, under state law, allowed to own a firearm. Under federal law, you are not. Which means you can get a state, but not federal, hunting license and are still subject to arrest for a federal offense.

Have you tried to resolve this by contacting the Warden's office or the assigned supervisor for visitation? The person at the desk was essentially preparing clerical duties.
