Mom filed on behalf herself and juvenile. Dismissed on 2-622 delay. SOL claimed. But child is a minor- doesn’t his claim stand?

I assume they had an attorney. If not they need to consult a member of the Illinois Trial Lawyers Assn. Generally, the wrongful death claim may be barred, the childs claim for future support and loss of companionship might possibly survive.

Ask them for the name and claim number of their homeowners.

Prep for all this by sending them a letter with a copy of the bills you have sent them, asking that they forward these bills to their homeowners.

The bar owner IS required to maintain insurance so it can secure and renew it's liquor license. No. It isn't something you can recover from. Also, you would have a statute of limitations and likely a release of claims issue if it was something you could get. However,you should contact the insurance commissioner to see if you can do anything about the rating you received.
