You never have to take a charge you always have the right to go to trial but if you want to get off Bond or HIP or other restrictions and you choose to plead guilty you give up many rights including the right to go to trial.
A copy of KYIBRS report was given to the accused while he was incarcerated at W.C.R.J. with all identifying information of each victim including ssn, driver's license #, d.o.b., address, and identifying descriptions. Who do I need to contact about this violation?

Since you already have r a warrant you need to hire an experienced criminal defense attorney to try and get the warrant set aside and start fighting the case. I would also save any text, e-mail or social media communications you have had with the guy that fraudulently used the card.
We reviewed the footage and we have video of him putting his phone on the counter next to the computer and waving the cards over it is that enough proof?

The registration certainly could be. Unless you had insurance when you were driving the car, most likely they’ll want a plea on no insurance. Inquire about diversion on all charges.
The only thing that links me to the charges is the victims word and that my phone was used in the situation.

If you’ve been indicted, you have been charged. They are supposed to notify you or send a letter but many times that fails to happen. Contact your lawyer and have him arrange to appear for arraignment and get a date. Nothing illegal about any of it.
