You can only sue the state if the state or a state employee did something wrong. Did you get the tag number of the car that hit you? Have you filed an accident report, if so, then possibly the police department will have information on the car that hit you and you can pursue that claim.

Q: Guy ran a stop sign causing me to hit him. He was 100% at fault. It totaled my vehicle. He has full coverage insurance.
