Yes, that's possible. Contact your insurance company and ask them for a letter stating that they are taking financial responsibility for the property damage. The State will likely dismiss the case against you once you produce that letter at your court date.

Sounds like you sought out a private warrant against someone else. Generally, once you do that, it's no longer up to you to "drop" the charges against that person: it is within the discretion of the District Attorney's Office if they will dismiss the case.

Typically who ever gets to their respective stop sign first has the right of way. However, in the scenario you describe, right of way is likely moot because if the two cars execute their indicated turns properly there should be no contact even if the cars start at the same time.

Depends on the injuries. It is an aggravating factor but the injuries are what they are.Bigger issue may be their insurance rates if they knew driver wasn't licensed.
The bar he was involved in head on collision and was arrested for DWI I'm curious can any charges be made against the bar since his friend let him in. His friend is an employee of the establishment so he is their responsibility
