You can petition the court for a protective order so he cannot have contact with you. Without more details its hard to say if that is your best solution. You should call a lawyer where you live and ask for advice.

You would be wise to consult with a defamation attorney local to you. But the answer is generally "yes" you can sue. But you have the burden of proof to prove any case you file.

Q: Can anything be done to a person who has constantly sent me threatening messages through different apps?

Yes, you may want to consider seeking an Order of Protection against this person. You could also consider calling the non-emergency police line and reporting the harassment. I can't tell why you would be sued for the facts provided? Did you promise to pay for the trips? She may not have a good case, but unfortunately, if you are sued you should appear at the court date. Otherwise, you risk having a default judgment entered against you.

Q: I'm not sure who to go to. The Chief of Police made me out to be a liar on Facebook. I wasn't lying and he knows it.

Call the local police/detectives office- get the documents together and explain the whole history to them. If the other person has committed identity theft, the police will instruct you on how to prosecute them.

A lawyer would not help you anyway. You might complain to the Sheriff's Office but most LEO's are going to ignore you. The same goes with the DA's and Magistrates. I would recommend you get over it, as there is no way the neighbor will be prosecuted.
