The short answer is that you need commercial coverage if Uber requires it.

Q: My flood insurance was due on September 5. I paid the full amount on September 1 and sent the payment on that day.

I understand that the September 1, 2017 postmark date is the date of receipt. Right or wrong

Wrong. The date of mailing is not the date of receipt. It was received when it was received.

In the future, you can arrange with the post office to receive proof of when the mailing is received.

If I understand your brother in law's situation correctly, he has a "local Lawer" but not a Florida Lawyer.

Of course, you are addressing your mortgage and the bank or other mortgagee. The mortgage has notification requirements and other applicable provisions. Would have to see your mortgage. A person who is injured in an auto accident can file a suit within 4 years. You need to notify your insurance company immediately and provide the insurance company a copy of the lawsuit.

.... was there a trial? If there was no trial you don't owe anything yet. If your insurance paid out I would be shocked if a signed release of all claims wasn't part of the payout arraignment. Call an attorney to discuss you situation in a bit more detail.
