The short answer is no. Because first, it's not clear that you have any damages, second, you've given no indication of why the city should be responsible for what the man did, and third, it's extremely difficult to sue government for anything, even the things they Are responsible for.
He was paying child support and can no longer work, due to injury and possible mental capacity changes.
I am also curious if there could be any payment for my son for time missed with his father. we are looking at long time hospitalization with no visits.

Unless Grandfather has insurance that will cover this, it sounds like he may be on the hook to pay the damages. Can you sue granddaughter to recover? Sure, but collecting anything is unlikely.
I suggest grandfather take the car back immediately.
