A person with a any felony conviction on the criminal history would be required to answer "yes" to the question about criminal convictions on the ATF form used when purchasing a firearm. This would preclude someone from buying, and would cause a failure to pass the PICS instant background check.

Q: I signed the title for sale of vehicle and the receiver has neglected to Notorize himself as the new owner. Now what?

You didn't say why he has the plate. Did you make a copy of everything? Contact PennDot and see what they say. You need to ask them to cancel the registration.

My father passed away in a nursing home. Not only did they lie about the time of death but my father was struck in the face after he died.

Call the police department in the town where the nursing home is located, and tell them you want to file charges.

Generally yes, unless the age of majority is 14 in Pennsylvania (very doubtful) it is unlawful for anyone to have sexual relations with the underage boy.
