You CANNOT sue a police officer or the state's attorney for anything they do in the performance of their official duties. They are immune from prosecution. You cannot sue a State Agency in Civil Court. You must sue them in the Court of Claims and then only after filing a Tort Claims Notice (usually within 6 months). That is probably a very bad idea for many reasons, including limited recovery and a long wait time to be paid.

A contract with a minor is unenforceable. Just because you did not know he was a minor, doesn't let you off the hook. It sounds like you need to him the refund.

No one needs your permission to take a picture of your car if it is visible anywhere. In fact, the photograph may be offered into evidence as corroborating evidentiary exhibit that may show that the make, model, shape, color and the type of the vehicle matches the one on the video.

It does sound that you do have a case for libel; however, on the other hand, what are your damages? If these communications prevents you from finding another job, your case becomes stronger. On surface, the cost and time of any litigation may not justify pursing this matter.
