My step dad left money to my sister which was supposed to pay out at age 18. She is 21 and has not received anything. She doesn't want to pursue it, she says she is happy with her life and doesn't need it. Can I pursue this?

Life insurance passes outside the estate to you, and you can do what you want with it. With respect to the house, you didn't post whether there was a will.
