You would either to have your convictions expunged or pardoned. Even then, it becomes more of an issue on the federal level.

Q: will a superseding incitement expunge an initial indictment?

In most states a superseding indictment of the same person usually includes all previous crimes stated in the original indictment plus all the new crimes set forth in the superseding indictment. However, the prosecutor is not bound by or confined to anything while drawing up any kind of indictment.

Since I answered the former question using the word "threshold" I know you are the same person.

Was there federal jurisdiction? Does the defendant have a criminal history? Did it occur over state lines? There are so many factors.

I suggest you consult directly with a criminal defense lawyer

Q: Is theft a federal crime?

Is it a federal crime to steal something from a store and return it for a non receipt transaction and receive a gift card? What if two different states are involved?

Generally, before the federal authorities become involved in the prosecution in individual cases. There usually is a threshold amount unless the theft is committed on federal property.

Q: Are stores legally allowed to sell CBD oil to customers without a medical marijuana license?

I thought you needed a license to purchase CBD in MO because of the law that passed in 2014. I've been seeing CBD stores stating it's not needed to purchase the products. Is this legal? I don't want to get into trouble for purchasing.

If they are online that is different, but you could have issues by getting it in the mail from them. If they are in state, you need to contact whoever licenses such businesses.

The only way to obtain a title if he doesn't provide one is to file a quiet title suit. A quiet title suit is a legal proceeding where you ask the court to declare you the owner of the vehicle.
