Consult with a local defense attorney. 17 year olds are adults in the eyes of the Texas criminal justice system and he could easily be facing jail time for yanking a girl's hair if the county/district attorney decides to pick up the case.

The child (via her guardian) should consider a personal injury suit against her mother's estate. There is a duty for a parent to support a child, but if the child's basic needs are met, the parent does not have to provide additional money

Just because she is a minor doesn’t mean relatives get to choke her out and punch her. If she is interested in charges getting filed then she should talk to the police to file a report and/or get in touch with the local District Attorney’s Office.

fmla only violated if she puts in the paperwork. This is America--you think it violates a law to not allow an employee time to go to an emergency room? If she left, was fired, she could argue it was not wilful misconduct because she was reacting to an emergency. That's about all the law does... View More

The statute of limitations for minors wishing to pursue a cause of action generally begins at age 18. However, a claim could be brought sooner through a parent or guardian. You should first, however, speak to an attorney to determine if you have an actionable claim.
