Q: Hello, I just found out that I was kidnapped 13 years ago in Florida.

You would have to show that the statute of limitations doesn't apply. What do you mean by indicating that you just found out about the kidnapping? Perhaps you might have a case, of you can prove that the owner was negligent, and that the negligence caused injury to you.

Q: Is it illegal to record your conversations with a car dealership in person without notifying them? In a 2 party state.

Under Florida Law, recording someone without their knowledge or consent is a 3rd Degree Felony. Don't Do It.

If they arrested him and he is charged, the State can request that he be prohibited from contacting or going near you. You cannot seek compensation for hypothetical future damages.

If you broke your bones as a result of the negligent acts or omissions to act by motel staff , then you should retain an attorney here in Florida to represent you on contingency fee which means you don’t pay unless you win.

What you are going through is not uncommon. I now add to agreements a date certain, where possible. Your attorney can threaten to pull the settlement or make a motion to enforce.
