joint account holders have an equal interest in the funds in the account, regardless of who deposited the money. This means that you have a right to withdraw your money from the account, even if your mom doesn't want you to.

You don't have a right to write off the interest owed even if only interest is due at this time. The party that it is owed to may be willing to write it off or agree to a lump sum payment to write off the rest. You would need to contact the party that it is owed to in order to request they... It is ultimately up to the prosecutor whether a criminal case is filed or not. You can't file a criminal action on your own. That being said, you can possibly file a civil action for damages, such as for wrongful death. You would likely need to hire an attorney to assist you with filing such.
