Congress passed the First Step Act in December 2018, which included provisions for sentencing reductions. The Act became effective upon its signing by the President on December 21, 2018.

There is no time limit. Was a Bond set? If too high, a motion to reduce bond could be made, and sometimes unusual requirements are issued in conjunction with a lower cash bond. Apparently an Arrest Warrant was already executed, so SOL is not running on charge.

Probably not since the alleged tort was not complete. Not a good cause of action.

Generally, you cannot successfully sue someone unless their actions or inactions caused you to suffer actual legally compensable injuries. Your question does not mention any such injuries, and it is difficult to imagine how the facts you describe would likely result in any such injury.

That may be either a conversion, breach of contract or bailment action, possibly others. You will need a TN attorney if the delivery of the parcel was in a TN County. Probably a Circuit Court action. There is no counterclaim to a criminal charge. If the criminal charge was dismissed, you might have had a civil rights action for an illegal arrest. But from the facts given, it does not look like that was the case. You will need to hire an attorney.

Sometimes, but the charges must be dismissed. If Bound Over or an Indictment rendered, then it is almost impossible. Hire an attorney that knows what a GTLA action is.

Paying the Citation by mail is a Concviction, and adds 4 points to your MVR. If possible go to Court and act respectful to the US Attorney. It may go better.
