You don't have a claim against the judge or DA, because they have what is called "immunity." However you can call the Pa. Civil Liberties Union and ask for the names of some of their "cooperating attorneys " to see what they think.

Its up to the local rules of the county you are in. Typically you only have thirty days from the arraignment. You should talk to your attorney to make sure your motions are filed in a timely fashion.

Assuming it's for the doctors' office yes. Impersonal, bad atmosphere, but legal.
