If it is a Civil Warrant for General Sessions Court, then a VOP is not an issue. Did his lawyer move to dismiss for lack of prosecution? If not, was a motion made to reduce the bond? It sounds like he needs a real attorney.

Tennessee is a one party recording state. If the cameras are on his property and otherwise in public, then he can pretty much aim them anywhere. You will need to hire a competent attorney. Heirship determination will be according to the State of death. An interpreter may be needed. India's laws will control the Deed's terms and recordation if a Deed is needed.

That Rule of the Road Statute applies to all drivers. An exemption is not possible.

Q: If I financed my car in January but still haven't received my plates do I have any recourse for the dealership?

You may have to sue the dealer for breach of contract. The dealer may not have owned the car in the first place. You probably cannot apply for the lost title either. If a used car dealer, you may be able to make a claim with the State Regulatory Agency against their Bond.
