It depends on what was promised.what the breeder knew and how reliable the DNA test is? If the breeder knowingly misled you and sold you something he knew to be false then that could be a case for fraud.

Not much you can do except wait for them to cash and release liens. Any other action on your part at this juncture would be too costly and premature.

You’ll need to find someone to lend you the money to get the car. You can deal with the other repercussions after you retrieve the car.
