Contact the animal rescue league or any similar group in your county and see if they can intervene or help. Not sure why the police won't tell you where the dog is. Try the DA's office Victim Assistance Coordinator.

First make copies of your documents. Ask for a public defender. Call the county bar association and see if they have any volunteer lawyers.

Ask the prosecutor to produce a list of the items allegedly stolen. If your slip matches theirs no problem.

As it is a no points, I would suggest you get your registration done and plead guilty if the fine isn't too steep.

Anyone can claim anything. If you have been charged you want to discuss the matter with an attorney who handles criminal cases in the county where the charges have been brought. Otherwise it's not clear what the issue is.

If you couldn't anticipate the issue you would be covered by the sudden emergency doctrine as you weren't careless. So I don't see it. Normally the truck's insurance would cover it.

Not usually. Hospitals don't do warrant checks. They will ask for ID , possibly proof of vaccination. I would suggest he get an attorney to help straighten things out or at least avoid getting him arrested if he is stopped for some reason.

Q: I need to find case law defending against 5503 a(1) (2) (3) (4). I have a couple days to find c.l. but I'm not sure...

you need to find an attorney. As you may have a possible civil case, contact the ACLU, ask to talk to someone who handles "police misconduct" cases, ask them for names of their "cooperating attorneys." Speak to one or more of those.

I suggest you delete your case reference.

The individuals should both use an attorney, but if for some reason that is not possible, Federal Courts allow pro se appearances. You may, if applicable, want to fill out the forms to proceed in forma pauperis, which waives most fees.
