No, that is not correct. That ticket is a 3-point violation. Also, if the ticket was issued as the result of an accident, even if you are be able to pay it online, Georgia law still requires you to show up for your court date.

Yes, you are liable for all damages caused by your negligence. Contact the front vehicle and settle up with a paid in full receipt. DOS may want copies of those receipts to keep your TNDL.

Whether you are insured has no effect on whether you are liable. If you were negligent, you are liable. If the other driver was negligent, he is liable. However, you don't mention any injuries, so his liability, if any, appears to be limited to property damage to fix your car.
