The erm "vapor products" shall have the same meaning as provided in the Prevention of Youth Access to Tobacco Act.
Therefore this is the same as possession of tobacco products (ie cigarettes, cigars, etc...)
Failure to pay the fine associated with it results in suspension of DL.
They are afraid to sleep and dont feel safe, they have said they have to beg in order not to be touched and they are just plain scared.

You should contact Child Protective Services. Depending on your profession, you may in fact have a legal obligation to do so (Mandatory Reporter). No, you can't just apply for guardianship though.

You can ask for it if he has been convicted of a crime related to child abuse, however the court may grant supervised visitation instead if it determines that the supervised contact would be in the best interests of the child.
Alleged crime happend when he was 17 and they waited until he was 18 and just threw him into adult court with no mention of him being a minor at the time of incident.

Yes. When they get mad at him, he could be charged with Unlawful Transaction with a Minor. He should be VERY careful.
