Q: I'm an unlicensed driver. Do I need to pay fines in full to get my license? All I have is driving without a license.

I've been told by officers that as long as fines are current, I can my license. Of course if I fail to keep it current, the license will be revoked. However, I've also been told this is wrong. Any help is appreciated.
