Courts are not required to provide you with the option to pay a ticket (or ordinance violation) online. Yes, go change your license to Indiana sooner than later. The court should not suspend your license until the initial hearing, therefore the BMV should not know of the offense. If there is a Probated Will with a specific devise to you as owner, then after the Estate is closed, you can deed your interest to anyone. Your source of title is the Will Book, Page Number usually, and should also include the Probate Case name and Docket Number.

Yes this may be malpractice. Another dentist would need to review the records, and possibly examine you, to state if the dentist breached the standard of care.

Additionally, due to the nature of malpractice cases, the extent of your damages will effect the case's viability.
