Since the grandchildren live in Utah, Utah would have jurisdiction over any suit involving them. No motion exists for this. A criminal court has no power to block someone from filing a civil suit, and no judge will sign an order stopping the other owner from the courthouse. The request you are describing is not a thing in Arizona procedure.
